Affordable prefab housing is coming to Baie-Comeau
Baie-Comeauis one of the 17 municipalities in the 478-unit affordable prefab housing contract carried by the Société de développement de l’Est, reported by La Presse in August 2026 — one of the largest contracts of its kind in Quebec history, according to the people behind it. On average, each participating municipality will receive 24 of these units. The municipalities provide the land, Quebec and Ottawa provide financing, and the six-unit buildings are assembled from modules built in Quebec factories. First deliveries are expected from spring 2027. Our article breaks down the structure, per-door costs and selected manufacturers.
Modular construction in Baie-Comeau
In Baie-Comeau, as in nearby municipalities (Sept-Îles, Port-Cartier), a modular project follows the same path: factory fabrication sheltered from the weather, transport, then assembly on a permanent foundation. Because so much of the work happens before anything reaches the lot, site and weather risks are reduced.
Comparing factory prices alone would be misleading: a project in Baie-Comeau also includes the land, the foundation, the connections and transporting the modules to the municipality. The good news on financing — once on its foundation, a modular home is treated like any other residence.

Permits and regulations in Baie-Comeau
A factory-built home answers to two frameworks in Baie-Comeau: CSA A277 certification for everything made in the plant, and the Quebec Building Code (RBQ) plus the local zoning by-law for everything that happens on the lot — mandatory municipal permit, setbacks and height per zone, municipal inspection of on-site work.
Check zoning rules and permit applications directly with the municipality: www.ville.baie-comeau.qc.ca.
